DESCRIPTION:Farmer Organizations Call for Nationwide Expansion of the GCF Knuckles Farmland Consolidation Programme\n \nFarmer organizations in Sri Lanka are calling for the nationwide expansion of the farmland consolidation programme implemented under the Downstream Development Programme of the GCF Knuckles Project (Dumbara Haritha Saviya)\, following its proven success in the Anuradhapura District. \nThe programme\, currently implemented in the Nachchaduwa\, Rajanganaya\, and Hurulu Wewa irrigation command areas\, has delivered tangible benefits to farming communities\, prompting farmer representatives to urge its replication nationwide. \nSuccess Recognized During Field Review\nThese views were expressed during a two-day field observation and progress review conducted on 12 and 13 December 2025\, which focused on consolidated paddy lands established at the farmer-organization command area level. The review assessed: \n\nImpacts of the recent cyclone and adverse weather conditions\nThe extent of damage to cultivated lands\, crops\, and soil\nPost-disaster management measures to restore livelihoods swiftly\nActions required to further protect and improve consolidated paddy lands\nChallenges identified by farmer organizations at field level\n\nMinisterial Direction and Programme Expansion\nIn early 2025\, Minister of Agriculture\, Livestock\, Lands\, and Irrigation\, Mr. Lal Kantha\, visited the Nachchaduwa Farmland Consolidation Model Project. Recognizing its effectiveness\, the Minister requested the National Project Director of the GCF Knuckles Project to extend the cultivation model beyond the Nachchaduwa Irrigation Scheme. \nIn response\, the GCF Knuckles Project expanded the programme to include the Rajanganaya and Hurulu Wewa irrigation schemes\, further strengthening climate-resilient and cost-effective paddy cultivation practices in the Downstream Project Areas. \nReview of Six Consolidated Sites\nAs part of the December field mission\, progress reviews were conducted across six consolidated farmland sites\, covering the farmer organizations of: \n\nNachchaduwa HDL 26/27\nMahasen\nSaliya\nYaya 18 Sri Wijaya\nPadikaramaduwa\nGamunu and Gatalawa\n\nThe review examined cultivation performance\, climate-related impacts\, recovery measures\, and opportunities to strengthen farming systems under consolidated land management. \nFarmers Highlight Strong Benefits\nFarmer organization representatives strongly emphasized that consolidating fragmented paddy plots within their command areas has enabled them to adopt what they described as the most successful and profitable cultivation system in their farming history. \nThey highlighted several key benefits\, including: \n\nSignificant reduction in cultivation costs\nMore efficient and systematic use of machinery\nImproved irrigation water management\nBetter fertilizer application and land-use intensity\nEnhanced soil conservation and overall field management\n\nFarmers also stated that this approach is suitable not only for the Downstream Project Areas but for all paddy lands across Sri Lanka\, expressing strong confidence that the current cultivation season will deliver substantial yields and increased profits. \nBroad Participation and Collaboration\nThe field mission was conducted under the guidance of Ms. Chandika V. Athugala\, National Project Director of the Dumbara Haritha Saviya Project and Additional Secretary to the Ministry of Agriculture\, Livestock\, Lands and Irrigation. \nProject advisors\, regional managers\, representatives of partner institutions\, and numerous farmer organizations participated in the review. DESCRIPTION:Landslide Devastates Paddy Fields in Thalagune\, Udadumbara\nA recent landslide in Thalagune\, Udadumbara in Kandy District\, under the project erea has caused widespread destruction\, leaving approximately 5 hectares of paddy fields silted and destroyed.\nThe incident has dealt a significant blow to the local farming community\, with many farmers facing uncertain futures.\nAccording to reports\, the proposed Potamulla anicut construction site was severely damaged due to the landslide hazard\, and the Potamulla stream is now heavily silted and covered with rubble. The damage has also affected the existing anicut\, which was found to have serious structural damage during a recent field visit.\nA Farmers organization meeting was held at 2.00 p.m. on December 16\, 2025\, on the request and instructions of GCF Knuckles official with 23 male and 8 female farmers in attendance.\nThe meeting discussed the damage caused by the landslide and potential solutions\, including the temporary construction of an anicut using sand-filled urea bags.\nThe farmers have identified an urgent need for a one-foot-diameter alkathene pipe to temporarily divert water and mitigate the damage. The zonal manager\, Mr. Pradeep Samarawickrama\, and other officials are working to address the concerns of the farmers and find a solution to restore their livelihoods.\nThe local community is coming together to support the affected farmers\, and efforts are underway to provide assistance and relief to those impacted by the landslide.

A special awareness program for stakeholders expressing interest under the project’s capacity development initiative was successfully held recently at the Oak Ray Regency Hotel in Kandy. The event aimed to strengthen collaboration among government agencies\, private sector representatives\, and community organizations involved in sustainable agriculture and environmental management. \nOver 80 Participants Engage in Awareness Program \nThe program was organized under the guidance of Mrs. Chandika V. Ethugala\, National Project Director of the Dumbara Green Empower Project and Additional Secretary (Lands) of the Ministry of Agriculture\, Livestock Development\, Lands and Irrigation. The one-day workshop drew wide participation\, including Matale District Secretary Mr. L.P. SUMMARY:Special meeting for the Janarukula Women’s Society at Aruppola
DESCRIPTION:The GCF Knuckles Project organized a special meeting for the Janarukula Women’s Society at Aruppola\, Kandy\, with the objective of exploring ways in which the Project Management Unit (PMU) could support the society in empowering its members and enhancing their livelihoods. \nDuring the discussion\, the Janarukula members proposed that distributing coffee plants to selected women with access to suitable land and a strong interest in cultivation would be a practical and sustainable initiative. Following this\, Janarukula submitted a list of 84 women who collectively requested 868 coffee plants. \nThe PMU subsequently reached out to Commercial Bank\, which generously agreed not only to fund the cost of the 868 coffee plants but also to sponsor two training sessions on coffee cultivation. These sessions were scheduled to be held in Aruppola and Dambawela on 27 July 2025. \nAt the Aruppola session\, Dr. Ananda Subasinghe\, Project Manager of the GCF Knuckles Project\, delivered an in-depth presentation covering the entire coffee cultivation process. He highlighted the potential of Lak Parakum—a local Arabica variety developed and promoted by the Department of Export Agriculture (DEA)—which is now recognized among the world’s top ten Arabica coffees. Dr. Subasinghe noted that\, with dedication\, Janarukula members could eventually connect with Kiyota Coffee Company and receive premium prices for their harvest. \nMr. Rohitha Sumanaweera\, Chairman of Kiyota off \nCee\, also addressed the gathering. He reflected on the rich legacy of Sri Lankan coffee\, explaining that although the Arabica coffee industry in Sri Lanka declined in the 1880s due to a natural outbreak\, the passion for coffee endured across generations. He shared how Mr. Kazuyuki Kiyota\, a veteran from the Japan Fair Trade Committee (JFTC)\, was inspired by this legacy and helped revive Ceylon Coffee with the support of the Sri Lankan coffee community\, the Government of Sri Lanka\, Japanese consumers\, and the Japan International Cooperation Agency (JICA). Today\, Kiyota Coffee stands as a symbol of community-driven\, environmentally conscious coffee production. \nMr. Sumanaweera also emphasized that\, with proper training in coffee processing\, Janarukula members could potentially earn as much as Rs. 16\,000 per kilogram in the future. \nIn conclusion\, Mr. Upali Sumithra\, President of Janarukula\, expressed heartfelt gratitude to the GCF Knuckles Project and Commercial Bank for initiating and supporting this promising livelihood development activity.

Dr. Susil Ranasinghe\, Deputy Minister of Irrigation and Lands\, and Mrs. Chandika V. Ethugala\, Additional Secretary and National Project Director of the Dumbara Green Empower Project\, the initiative aims to revolutionize rice cultivation by improving land use efficiency\, irrigation management\, and mechanization. \n“Our goal is to raise paddy yield to 100–110 bushels per acre\,” said Dr. Ranasinghe. “This programme will be a key driver in achieving that national target.”\nWhy It Matters?\n \nFor decades\, Sri Lanka’s paddy fields have been divided into small\, irregular plots\, which limit productivity. The new programme merges these plots into larger\, well-planned fields — complete with dedicated access roads and systematic irrigation channels. \nThe first phase at Rajangana consolidates 108 acres of land\, benefiting 69 farming families and more than 740 individuals. This effort marks a major stride in transforming Sri Lanka’s traditional rice farming into a climate-smart agricultural model\, ensuring higher yields and improved livelihoods for rural communities. \n \nFrom Local Pilot to National Model\nThe concept builds upon a successful pilot project previously implemented at Nachchaduwa in collaboration with the Japanese Institute of Irrigation and Drainage (JIID). Following its success\, the Government of Sri Lanka now plans to expand the initiative across all operational areas under the Dumbara Green Empower Project\, and eventually\, throughout the country.This expansion underscores Sri Lanka’s commitment to sustainable agriculture\, resource efficiency\, and inclusive rural growth. \nTowards a Greener\, Smarter Future\n \nAccording to Mrs. Chandika V. DESCRIPTION:Dumbara Haritha Saviya Introduces a Governance Structure for Integrated Watershed Management in the Knuckles Region\nIntroductory meeting held on 1st October 2025 at the Swiss Dale Hotel\, Matale\, to introduce the proposed watershed management structure under the Knuckles Project\, aimed at fostering integrated and sustainable  watershed  management. \nIn a major step toward sustainable environmental management\, the Dumbara Haritha Saviya Project under the Green Climate Fund (GCF) has introduced a comprehensive Sub-Watershed Governance Structure designed to enhance integrated watershed management in the Knuckles region\, covering the Matale and Kandy districts. \n \nThe introductory and stakeholder consultation program was successfully held at the Swissdale Hotel in Matale\, with the participation of a wide range of stakeholders representing government agencies\, partner institutions\, and community groups. The event was graced by Hon. Gamagedara Disanayaka\, State Minister of Buddhasasana\, Religious and Cultural Affairs\, and Chairman of the Matale District Coordinating Committee. Also present were Mr. L.P. Madanayaka\, District Secretary of Matale; senior officials from the Ministry of Agriculture\, Livestock\, Lands and Irrigation; and Ms. Chandika Ethugala\, National Project Director of the Dumbara Haritha Saviya Project. \nMore than 100 representatives from key state institutions\, including District and Divisional Secretaries\, Directors of Planning\, and Assistant Secretaries\, attended the session. The meeting focused on the urgent need for a structured\, collaborative\, and effective approach to managing the Knuckles sub-watersheds\, ensuring the protection and sustainable use of the region’s vital natural resources. \nDelivering the opening presentation\, Ms. Chandika Ethugala outlined the objectives and significance of the proposed governance structure\, emphasizing the importance of coordinated management for long-term watershed resilience. Mr. Nimal Gunasena\, Project Consultant\, provided a detailed explanation of the operational framework and implementation strategy\, followed by an interactive discussion moderated by Mr. Vikum Rajapaksha and Mr. Thusara Nayanananda\, where participants shared insights and recommendations for improving local-level governance mechanisms. \n \nThe session also featured a presentation by Dr. Lakshman Rodrigo and Mr. Navarathna Kandegama from the International Council for Research in Agroforestry (ICRAF)\, a key partner institution of the project. They introduced the concept of an Inter-Institutional Committee for Green Valuation\, underscoring the importance of recognizing the ecological and economic value of watershed services through institutional collaboration. \nIn addition\, the Media and Communication Unit of the Dumbara Haritha Saviya Project showcased a series of educational\, environmental\, and cultural programs implemented across schools and rural women’s groups in the Matale and Kandy districts. SUMMARY:A field experience sharing program with the GCF Knuckles Project staff on the Nachchaduwa Maha Irrigation Project Farmland Integration Study Pilot Project.
DESCRIPTION:A key component of the Dumbara Green Empowerment Project is climate-resilient\, sustainable land and water management\, or the maintenance of improved land and water management in the upper catchment and lower valley farmlands to protect agricultural production from the adverse effects of climate change\, and the efficient use of agricultural machinery is a priority. Before initiating appropriate activities in the Anuradhapura District\, which falls within the project area\, there was a need to identify a more appropriate methodology. \n  \nAlso\, in line with these components\, the most appropriate active pilot project was identified to identify effective regulations to increase the yield of irrigated paddy cultivation in the lower valley farmlands\, through the “Nachchaduwa Farmland Integration Project” implemented by the Irrigation Management Division of the Ministry of Irrigation. Based on the results obtained from this pilot study project implemented in Nachchaduwa\, transformative results were observed in terms of increasing the yield of paddy cultivation in the upper watersheds and large farmlands in the lower valleys\, making the use of machinery more efficient\, and maintaining proper water management. \nThe Minister of Agriculture\, Livestock\, Lands and Irrigation\, Mr. Lal Kantha\, and the Anuradhapura District Parliamentarian\, Mr. Susantha Kumara\, also joined the field inspection in Pitalaya to increase the intensity of cultivation and land productivity by consolidating these farm lands. After the field inspection\, a follow-up discussion was held with the participation of the Minister\, consisting of various heads of departments and representatives of farmer organizations who contributed to the success of the farm land consolidation project. \nAt that time\, all parties presented their views on the success achieved by this project and representatives of farmer organizations explained to the council how their harvest had increased rapidly. \nAfter the views of those parties\, Minister Lal Kantha\, who addressed the council\, stated that\, in view of the multifaceted progress made by the Farm Land Consolidation Project\, it should not only be used to achieve the objectives of the Knuckles Project but also be introduced to the country as the second agricultural revolution in the entire country. \nDuring the implementation of the Farm Land Consolidation Project\, the then Director of the Irrigation Management Division\, the current Additional Secretary of the Ministry of Irrigation and the National Project Director of the Knuckles Project\, Mrs. Chandika V. Athugala\, as well as heads of state institutions\, the Project Staff of the Knuckles Project\, and heads of farmer organizations participated in this event.
